So what will happen Tuesday at the NBA Draft lottery at the New York Hilton Midtown? The first-round fate of 14 teams, including the Miami Heat, will be determined by a process that for the most part will take place behind the scenes, prior to the start of ESPN’s 8:30 p.m. broadcast.
